It looks like some kind of cedar/juniper to me. I am not familiar with the "weeping" appearance, but the close-up looks very cedar/juniper. A clear and close-up photo of the bark would help.
Maybe it takes a long time to grow, but remember that if nobody plants it, nobody has it.

It might be Cupressus nootkatensis.

I think in your climate, it is more likely to be Nootka cypress (Xanthocyparis (Cupressus) nootkatensis) or a weeping False cypress. There are many many varieties, and some very blue.

Poor nootkatensis. Batted around between so many genera: Chamaecyparis, Cupressus, Callitropsis and Xanthocyparis. Now there is a proposal to erect a new genus Hesperocyparis. (Adams, et al 2009) The molecular genetics in this paper are persuasive.
I think we should think of this as Callitropsis nootkatensis once again.
