Maybe too small to warrant the name shrub. Sorry to trouble you twice in one day!

It is going to be hard to ID a shrub like that without a flower...
Please post again with a pic of the bloom.

Sure. Will do. My best guess right now is Phlomis fruticosa, although I think I would have noticed those extraordinary flowers when it was in bloom.

Phlomis species are in Lamiaceae family and have square stems. I can't tell for certain from your photos...?

Today I checked the stems and they are most definitely round, not square, so I'll have to wait for them to flower and try again. Definitely not Phlomis. Thanks for the tip! 😊

My first thought was also Phlomis. However, since that is not likely then perhaps one of the Cistus. Cistus albidus may be a possibility.

Hmm, in a different location I came across this plant which can only be Shrubby Jerusalem Sage (Phlomis fruticosa) given its deadhead or seed pod (not sure what to call it) and yet it does NOT have a square stem. I couldn't take a lot of time examine it, what with a wife, a tween and a dog all demanding my attention. Perhaps the more mature parts of the plant had square stems. I examined a couple that were easy to reach and fairly new growth.

Not all Lamiaceae have square stems.

True, but from what I read just now Phlomis fruticosa does have basically square stems but the corners are rounded. They actually do look angled in the latest pictures.

Those stems look square to me. The furry leaves and seed heads look very much like Phlomis. Not the same plant as the first one to my eyes.

They're not the same to me either.

My gosh, you're right about the square stems in the first photo. After I examined the stem I was focused (no pun intended) on getting a good photo of the seed pods. Didn't even notice. I agree this plant looks very different from the first. Thanks for all your comments!

Given the leaf texture in various members' photo submissions to our database, and the placing of the dried off flowers/seed heads seen there and in OP's first photos, it sure DOES look like Phlomis fruticosa: Jerusalem Sage (Phlomis fruticosa). So I cast my vote for Phlomis fruticosa. Smiling
