Given the leaf texture in various members' photo submissions to our database, and the placing of the dried off flowers/seed heads seen there and in OP's first photos, it sure DOES look like Phlomis fruticosa: Jerusalem Sage (Phlomis fruticosa). So I cast my vote for Phlomis fruticosa. Smiling
