Hakone Blue is a seed-grown variety. Swallowtail seeds offers 30 seeds for $3.29. I've purchased seeds of other flowers from them, very good results.
The 'Astra' seed grown series are dwarf plants available in blue, pink, white, and lavender. There are both single and double flowered ones. I've seen mixed color packets of the doubles offered by seed sellers in the past. The seeds seem to be scarce this year.
Plants of Hakone and various Astra ones are available at several nurseries listed in a Google search.
Platycodon are easy to grow from seeds but rather slow. You won't get flowers the first year from most kinds but May-June is an excellent time to start them for next year and thereafter (A happy Playcodon can outlive several generations of people). I start mine in a commercial seed starting mix indoors.
I think variegated (contrasting-veined) ones show up sporadically in seed grown plants.
