I don't see any zone information on the database page for Cape Jasmine (Gardenia jasminoides 'Radicans').

Can someone tell me how to find that?

Should match the species.
Gardenia (Gardenia jasminoides)

This article says it's hardy a little farther north. But strangely, also says it's not frost hardy. ...?

Gardenias are kind of an iffy plant in zones 7 and lower. They can freeze to the ground, but then come back from the roots.
For the specific variety Radicans, I think Wilsonbros nursery in Georgia carries that variety, and they have lots of advise for all the plants they sell.
