I suspect it has more to do with the cost of phytosanitary certificates, which are quite expensive from the US.

The cost of the phytosanitary inspection/certificate is added to the cost of the daylily order so its cost should by itself not affect the willingness of a daylily grower to ship to Canada. Most US growers that are still willing to ship to Canada have a minimum order value. I have always assumed that means that the process of cleaning the daylilies for the phytosanitary inspection, arranging the inspection, the labelling and the shipping procedures make it more fuss than it is worth to most growers.

The reason most vendors have stopped shipping to Canada is because of agricultural inspections and restrictions. Canada routinely leaves plants awaiting inspection for weeks and then plants arrive either dead or in a disappointing condition. The major hang up is soybean cyst nematodes that exist in most agricultural states. While Canada has the same nematodes, they do not want any more. But they do still allow shipments to move from vendors close to their border on the theory that whatever pests exist that close to the border can either fly in or crawl in on their own. Plants that are mailed can still wait for weeks, so it is a wise vendor who hand carries their plants thru the inspection process.

I thought as thanks for all the info shared from you folks , I would add a small list of Canadian sellers who according to the list on the Ontario Daylily Society web page will ship to the USA with a phyto.

According to the USDA rules below, small lots of flower seeds do not require an import permit, so it seems that is just a Michigan thing?

Strange because that is the date of the rules revision in that link (or were you sending more than what is considered a small lot in that document?)
