The reason most vendors have stopped shipping to Canada is because of agricultural inspections and restrictions. Canada routinely leaves plants awaiting inspection for weeks and then plants arrive either dead or in a disappointing condition. The major hang up is soybean cyst nematodes that exist in most agricultural states. While Canada has the same nematodes, they do not want any more. But they do still allow shipments to move from vendors close to their border on the theory that whatever pests exist that close to the border can either fly in or crawl in on their own. Plants that are mailed can still wait for weeks, so it is a wise vendor who hand carries their plants thru the inspection process.
