I saw this when I was out walking my dog, she spotted it first, I have never seen anything like it, poor thing was barely alive. What is it?

The legs seem bee-like, although there are plenty of bee mimics in the insect world ("you don't want to bother me, I could sting you!"). I found a brief page detailing some of them by googling "bee mimics."

I'm not claiming an ID here at all, just to suggest your ugly bug could be a bee... look at this photo of one of the "cellophane bees." https://bugguide.net/node/view... It's probably not big enough to be the one you saw, but maybe a mining bee?

I get one or two every year. I just make sure there is a nice wooden object on the deck that they enjoy drilling into. One of my unpainted birdhouses was really well ventilated! Hilarious!
