Under no circumstances should you plant cat tails. For one, it looks too dry, and for two, if it isn't too dry, they will take over the entire yard.
Crimson Red Clover is gorgeous, but it is a cover crop that should be tilled in.
Not familiar with Swamp Sunflower. Jerusalem Artichoke is actually a sunflower, that might do well there.
Bosky Dell Natives in Oregon City, has the best website. I can't post the site, but google it. It has an extensive plant list. Look up sun lovers and or riparian plants. It'll give you ideas.
