Never seen anything quite like it, on any type of plant ....

May I ask - where are you located ?

You might try insecticidal soap (be sure it contains fatty acids) ....and spray the leaves, under leaves, stalk, caudex and the top surface of the potting medium .....then do a repeat spray in a few days

might add ...your containers need to drain almost as fast as water is applied

If nothing changes after spraying - No offense, but If I were in your situation ...I might all start over .... new seed, new containers, new potting media

Maybe you had a piercing sucking insect, such as a stink bug, feed on the seedlings, and the plant is responding by swelling around the feeding site.
