I'm not a Plumeria expert and I don't actually grow them anymore because I don't have enough sun but I'd say the two plants in your first photo are in dire need of a good watering. The soil looks extremely dry.
The plant in your second photo does indeed appear to be forming an inflorescence but I don't know how long before the blooms will appear. When I grew Plumeria outdoors in containers here in Florida, it sometimes took a month or more from that stage before I got blooms. I'm not sure if different cultural conditions would cause them to mature sooner or not. Since you are in zone 7a, you will have to move your plants to a protected indoor area over winter or they will not survive.
