orange county, New York State.
I'm looking for a dense and ~4-5 foot tall flower to go in a raised flower bed, creating privacy from my neighbour. It should be deer resistant, low maintenance and sturdy enough to stay erect all summer. It can't be a shrub because our Well Head is right there, so it has to be a flower with shallow roots. I'm looking at annual seeds right now, but it's hard to tell if they're right for my needs. If anyone have any suggestions, I'd greatly appreciate it.

The area is mostly sunny.

Thanks, but they have a tendency to topple over. This is a 3 foot tall garden bed, with open space on both sides. It catches the wind.

Down here... orange cosmos would seem made to order...
Once they start producing flowers... they continue until frost.... they do get a bit taller than you suggested... like 8 foot when they are happy... In poor soils... less tall.

Maybe try Tithonia, Amaranthus, Kiss-me-over-the-garden-gate, tall Celosia. You could also use tall cannas as annuals too.

I agree tall cannas would be ideal. They grow quickly, are quite sturdy and their roots are rhizomes that creep along and just under the soil surface

Tall cannas as annuals, good and sturdy. Big leaves. Bear in mind, they will only give privacy from maybe July thru frost as they take some time to grow from the ground up.
If you dig the tuber and store over winter, you should have more and more.
Plant it and they will come.
