I bought a scented Warm Wishes rose for my balcony some months ago. It is very healthy and at least 18" tall. However, there are no signs of any buds yet. When can I expect them to appear?

It looks like you are dead-heading the roses off before they bloom. Most spring flowering roses bloom on old wood. Old wood is defined as "last year's wood. Let it go and no pruning until you see dry flowers.

Are you cutting those buds off or is some animal doing it for you? If the latter, perhaps put a cage around it to protect it.
