Could this be black spot? I'm not sure

Planted my roses this spring. They came on strong and healthy. Just last week started developing this issue. Some have lost 1/8th of their leaves to this issue. I've used a fungicide twice now. Just need to confirm if this is black spot or not.

Don't think that's blackspot. Some of it looks like physical damage, and I think you've got spider mites.
For the latter, wash with a hose, upward, from the base, as they are UNDER the leaves.
