That's a heliconia. Not sure which one as there are many of them. Check out Heliconia spathocircinata, it looks like it. Here, the all red upright heliconia grow much taller than the other varieties, reaching 40' in the right conditions.

I doubt it's Heliconia bihai, there's a lot of hybrids but the shape of the bracts doesn't look quite right.

It seems to match Heliconia caribaea 'Pink' quite well except for the colour, or another hybrid of Heliconia caribaea.
