We have been getting a lot of rain and it's really humid here in east Florida. Could this be to much water?

What rose is this? Many roses have dark red new foliage.

The mottled color could be Rose Mosaic Virus.

And how's the drainage? Are the roots drowned?

Jerijen they might be because we have had so much rain here in Florida. Is there something I can do to help it come back?

If you've had a lot of wacky weather that would certainly cause odd growth. Not the red, that looks pretty normal, as Jeri said, but the small/crinkled leaves. Extreme heat or too much rain will cause abnormal growth for that cycle. Once the weather settles down any new growth from then on should be fine.
