I imagine they did flower, given the berries (they flower and then form berries). They're rather tiny flowers, so you could have missed them.
Mondo grass (Ophiopogon) is more thinner leaved from what I've seen (I have a few monkey grasses and mondo grasses myself). That's not to say there isn't a cultivar that is thicker leaved, I just don't know of one.
