This is a photo of the same specimen, taken inadvertently from nearly the same angle as @frankrichards16's photo

I think you can recognize the same branching pattern at the top of the tree in the two photos.

If I hadn't seen the actual tree (now quite healthy), but only seen Frank's photos, I'm not sure I'd have given good odds on that tree surviving. It was planted in 2011, according to its tag, and Frank photographed it less than a year after it was planted. It's a fairly recent addition to the Harper Collection of Dwarf & Rare Conifers, in bed T, which is at the top of Juniper Hill.
