I got this Sanseveria Cylindrica back in October and it was doing good except I noticed after I gave it a small amount of water, there was some mold on the top of the soil. So I took it out and gave it fresh cactus/succulent soil mixed with aquarium gravel. I also put some cinnamon powder on the roots to help with any fungus or bacteria issues. After I repotted it into a terracotta pot it still looked good. But then over time one pup has started to look withered. I've watered it about twice a month up until January. I thought I was over watering so I didn't water it in January at all and I haven't watered it this month either. When I last watered it the pup withered more so I've been afraid to do any more damage. The pup feels firm still and I moved away some dirt to see the bottom of the pup and it doesn't look rotten, just a lighter green. Does anyone know what's happening with it and why it looks withered?
-- The brown/ orange powder on some parts of the plant is cinnamon powder.

You've possibly damaged the roots when you repotted the plant. These are often sold as bunches of cuttings.

When repotting I did notice that they were cuttings with 2 pups. Could they still grow even if there's root damage?

They may very slowly recover. You don't say where you are located so no idea of temperatures but why not water for 2 months?

TBH I would start again with a new plant, they are readily available. The best thing to do with a new plant is to leave it alone to settle in. They are already stressed from being moved during the selling process, then into a new house, repotting just adds to that stress, then root damage on top of that - it's asking a lot.

Incidentally there is a good Sansevieria thread within the Houseplants forum.

I live in Virginia in the U.S., right now it's winter but for a few days we've had warmer weather and it's been a lot sunnier than normal. I had been afraid to water the plant because I thought I could be giving it too much water with the cool weather and the last time I watered the plant it withered more. But I'm going to water it some today and see what happens since of course I don't want it to get way too dry. I'll probably give it some more time before I decide whether to give up on it or not. Next time I get a snake plant I'll give it a lot more time until I repot it.

I have a lot of Sansevierias and in winter as I live in a centrally heated apartment I water them about once a month or so. It's a difficult balance between under and overwatering them. You get used to what they need. Good luck with your plant.
