Wouldn't Chilopsis have stripes on the flower and a more wrinkled flower? Also, the leaves that I can see in the background appear broader than Chilopsis. Pinging the uploader @Frostweed as well.

No, it is dessert willow, the flowers can be large but chitalpa flowers are lighter and larger.
