Can anyone help identify this disease on a young fig tree?

Are those white areas like tiny webs? Or are they merely dried, like paper?
I am just another white boy who thinks he can play the Blues.

Dried like paper. I don't know what fig leaves are suppose to feel like normally but all of my leaves are dry and abrasive feeling. The plant seems healthy and has been growing all summer. I thought rust at first but I am questioning that. It's a Chicago hardy fig and I am in Oregon if that helps. Thanks for any help.
