I am trying to propagate a finicky plant...tamarisk...and took several cuttings, used rooting hormone and potted them up. My question is whether I should leave them in a covered but outdoor area or put them in a plastic bag and keep them warmer.

That's interesting. Tamarisk grow easily from cuttings, no rooting hormone needed, any time of year. Make the cuttings 10 or 12 inches long and bury all but a couple inches under soil.

wow Daisyl...that's very encouraging to hear! everything I've read about propagating these plants has indicated they're a hit or miss affair, so I certainly hope you are right! They are an uncommon plant here in the Pacific Northwest where I live, but there is one in town that enchants me every spring.
I will take more cuttings in December so will plant those as you suggest.

Good luck! I'm surprised there aren't seedlings everywhere. They are annoying weed trees in the desert (but they are gorgeous in the spring).
