It's growing amongst a Euphorbia I think Arif, the blue flowers looks like a Salvia.

It is a Salvia. Janet could it be different colour variety of sclarea? I cannot see its leaves above but flat along the ground.

I have checked up all the Salvias listed at Tropicos, except for a headache nothing else.

It does look very much like the other Salvia you posted Arif, in fact if you look at this picture you can see it also has Euphorbia growing around it. It seem S. sclarea is variable, there are cultivars. Look at the photos on Wiki, the pale blue form does resemble yours.
