What you are seeing is a textbook case of shot hole: it can be caused by either a bacterium (Xanthomonas pruni), a fungus (Blumeriella jaapii) or more often a combination of both.
The best cure on cherry laurel is to simply remove and dispose of symptomatic leaves: in severe cases fungicides can be used, but only copper based ones have (limited) effectiveness on bacteria and can cause toxicity problems in some cultivars.
