You could check with your county extension office there are qualified experts to help identify the issue. Bring in a stem for inspection. Cherry trees are susceptible to fungal diseases in the NW . The leaves are dried up how long has the tree been in this condition could be another answer to this puzzle. Or something a simple as the soil has been piled up to high at the base of the tree due to animals digging or flooding water. Try to call a tree expert it should be trimmed /treated and removal of dead plant materials and branches and examined for insects or animal damage chewing on roots .
Could be no water or sprayed with herbicide or root rot or insect infestation. In the pic presented it's hard to tell.
