Looks like it could be coneflower rosette mites. How does rest of plant look? Do the leaves have curling? and does the plant have stunted stems? then Aster Yellows is possible.

The leaves and stems look fine, and the plants are large and tall, full. No issues but this dirty looking gritty stuff. I don't see any bugs on them, I mean more than usual like bees or butterflies ect, nothing suspect. Maybe the mites though are too small to see?

Anytime I have had to deal with them on many coneflowers.

It might be Sunflower Moth. They lay eggs on young coneflower flower buds and the hatched larvae tunnel around inside, leaving mounds of gritty frass (i.e. worm poop) on the surface.
They also attack many other members of the Daisy/Sunflower family. Where I grow my coneflowers, those nasty moths frequently ruin the whole stand. Chemical control may or may not work, but such chemicals are also very bad for the bees and other pollinators that love those coneflowers.
