In-ground in a raised box.

It's a small plant so I don't want to pick much or I feel like I'd hurt it. How do I dry the leaves?

Just air dry. I set the stalks in an empty glass on the kitchen counter. Do not put them in water. When the leaves get stiff and will crumble off the stalk, they're dry enough to store in a container.

Depends on the variety of rosemary as to how to harvest. I harvest snips all year round, keeps it bushier, they are slow growers here anyway. Some of the larger leafed varieties are far more tender to cold no matter where they are planted, so protect from winds.
