This is the best method I have come across so far, coupled with milky spore.

I found a simple, natural solution: apply a pinch of garlic powder directly into the individual buds or fully opened roses. I have a beautiful pink miniature rose bush but the beetles were destroying every new bud every morning. I tried Neem oil, but the beetles have to consume it and it takes time to work. By then, the roses are already destroyed. I read garlic (plants) can work as a repellant and considered that. Then I thought, why not put garlic powder directly into the opening buds and roses and sprinkle on the leaves and underneath the plant? It worked! For the first time since I've had this rose, the beetles haven't destroyed the blooms. I'll try and post a picture in which you may see the tiny particles of garlic powder.
