I have a 2 month old cutting, it is starting to bloom before root. Should I start to water?
Also regarding the cuttings a couple are starting to get a woody look, is this a sign to water?

We are in fall now and going into winter soon..plumeria go dormant. Watering would not be optimum right now.

I agree let it do its own thing and don't water even if with buds but no sets of full leaves yet. Also if you want it to bloom, you might want to supplement with grow lights.

Thank you, I have stayed strong and avoided watering. I have a heat mat as well as a grow light. A bloom has opened and 4 leaves have started. 4of the 8 have begun to root.

Amazing, congratulations! If 4 leaves have opened, You can give it a tiny drip of water on the surface of the soil to keep the soil moist but not soggy.
