To answer your question about awards, YES, for a cultivar to win the AHS's ultimate cultivar award, the Stout Medal, a newly introduced cultivar cannot win it. The path to win the Stout Medal is called the pyramid of awards, as there's a long path to win it and it must have already won two previous awards to be eligible.
The "bottom level" or first step of the pyramid is the Honorable Mention. A cultivar must have been been registered at least 3 years to be eligible for the ballot. Most nominees are nominated by their hybridizers , but the awards committee can nominate up to 10 "overlooked" cultivars for the HM. This years HM winners will automatically be placed on the ballot for the next level award , the Award of Merit, in 3 years. The time lapse gives cultivars a chance to be better distributed, as the next level requires more votes and is harder to win.
The Award of Merit only is given to the top 12 cultivars ( unless a tie, like this year). Winners of the AM will then go on the Stout Medal ballot after 2 more years pass. There's more to this, all covered in judges training.
But it can be a 10-13 year process to win the Stout Medal. Ditto, the Lenington.
The NEWEST cultivars will be the Honorable Mention winners.
