I have a clump of these lilies that is very reluctant to open and in fact some buds have just shriveled. Also there are strange markings on the petals of these lilies that I've never seen before. Is this a virus of something other?

Not a virus. It looks like a natural spotting pattern. Do you know the name of your lily?

As for the dried up buds I have seen a lot of that this year. I'm south of Portland in the Willamette Valley. Your lily looks like the pollenless type. They can be weird sometimes. Lets see if someone else chimes in.
