So I have been noticing that my mother's Elephant Ear plant has been growing flowers this past couple of months, but it looks cramped and doesn't look like it is opening like usual. Is this normal?

Looks normal to me. Unless by happenstance those blooms got pollinated they will eventually just fall off (or you can cut them off) then it won't look so crowded
