I normally purchase the nectar already done, all I have to do is put it in the dispenser, but that isn't the case now. I bought a concentrate where I just have to mix with water and I am lost in the apple sauce as to how to do it. It calls for 1 part Pennington Natural Spring Nectar concentrate to three parts water. So if I use 8 oz. of concentrate, then I would have to use 24 oz of water, correct?

That is correct. But you can save yourself money by just using common white cane sugar, 1 part sugar to 4 parts water. And the hummers love it just as much. They don't need the red dye added, in fact many think it's harmful to them.
