Hi I havnt posted on here in awhile. been busy, as always.

Heres the hill/area we want to restore.
The area is at the merrium station Community garden in St paul MN.

The weeds are mainly russan sage and brome grass. Dave our beekeeper and funder of the project wants to hogmow the mess and cover with black tarp for 1 year before planting. what do you think?, comments?, questions?, ect.

Apologies, can't offer advice, just want to say that looks more like an Artemisia than Salvia. Unlikely Russian sage (Salvia yangii) is hardy in your zone. Mugwort, perhaps?

Maybe do a burn, if unable a burn (fire dept cooperation needed) than mow down and go with the cardboard coverage and mulch leaves on top.
