I have a Star Jasmine vine that was quite vigorous, but I left it in the pot for a year and really abused it, underwatering. Recently, I tried to get it into the ground so it could fight its way back to health, but it does not feel like the plant is recovering. There are large sections of stem with almost no leaves. Small leaves are popping up along the stem, but the old leaves are coming off at a similar rate, and the net progress is near zero. Does anyone have ideas on how I can get this plant back?

I am in zone 9b and it is the middle of Winter here, which has been a warm Winter with nights typically staying above 40F. The plant might just be in a Winter dormancy, but I am not clear on whether this is a normal pattern and what should I look for to signal the plant is recovering or going downhill? Should I fertilize in March? Use Osmocote for that?

Although not luxuriant at the moment, it does not look unhealthy. I would just wait to see what it does in the spring, and only fertilize after it shows signs of new growth.

I agree
When you DO see growth start feeding. Osmocote is good if you don't want to apply fert very often. I like to use water-solubles to "push" a little faster response.

For liquid fertilizer, you use something like Dyna-Gro 9-3-6?

I choose whatever's cheapest at HD or Lowe's. Usually something with more nitrogen unless I want to push blooms. Dyna-Gro sounds good.
