Are we safe to assume that it is evergreen and it produces flowers in January?

This pic was taken in december 2023. We were in a botanical garden in the South of France.
By the way I found my last query : Griselinia scandens. Thanks for searching anyways.

The stems and leaves look like some kind of honeysuckle but the flowers don't.

Yeah... I have a winter honeysuckle in bloom that almost matches...
