These widely available grafted mutants are all forms of Euphorbia lactea. I don't know a name for this exact cultivar.

Maybe a crested form of variegated E. meloformis? Yes, I made that up. Smiling Its the only Euphorbia I could think of with stripes. I like the way it swirls.
