That looks like what I know as Horseweed, although it has other common regional names. It will flower and spread and can get weedy, and some people have allergic reactions to it. However, before it blooms, I agree that it provides pleasant architectural interest in the garden. Also, I've read that it is host to both valuable pollinators and destructive pests.
So what to do with it is up to you. Lots of online info, pro and con.
