That's not just happening in your area. We did NOT have a drought last summer or a long, cold spring. We did however have some late freezes.
I have had the scapes with a single bud right on top, the stunted scapes, I always have plenty that lack the pistils and usually on rebloom this straightens out. I usually have quite a few pods with the extra lobe, mine are kinda like 1 lobe decided to be 2 though. I have had several fused scapes. And then I have the clumps who just don't want to scape at all still.
And there is the lack of pod set. Out of all my spider/UFs, which is probably about 30 or more clumps that I DID NOT divide last year, I have 6 pods. I'm not sure why they all aborted, but they did or just didn't set. Even on the ones that sets every bloom normally did not set. I was using Tet conversions on them that I know that the pollen is good (and one that is ify, haven't had the pollen checked yet) and I had tons of pods that aborted. I decided to try these on a non-spider/UF that is extremely pod fertile and it set pods that have stayed so I know it's not the pollen. And on all the other daylilies that did bloom I have very few pods left, they have pretty much all aborted as well. Oh well, less for me to plant
