I've asked 4 people who stopped by, we went to the garden none thought it smelled like garlic. It hasn't grown any taller then about 5 or so inches. We seem to have garlic mustard, but that grows about as tall as dames rocket in our area.
When you say it smells like garlic, it could be garilc mustard (Alliaria petiolata). This is a biennial, and the plants you show will not form stems this year. The leaves on the stalk (when it does form) can look quite different. http://www.kingcounty.gov/envi...
