I've asked 4 people who stopped by, we went to the garden none thought it smelled like garlic. It hasn't grown any taller then about 5 or so inches. We seem to have garlic mustard, but that grows about as tall as dames rocket in our area.

It's probably something in the Saxifragaceae, then, but I don't know them well enough to even guess which one it might be.

When you say it smells like garlic, it could be garilc mustard (Alliaria petiolata). This is a biennial, and the plants you show will not form stems this year. The leaves on the stalk (when it does form) can look quite different.
