I am growing Anaheim pepper...and there small ,getting brow spots...when I picked them they were filled with water and the seen had a black ting...oh its been in the 90's for the past week

Have you had a lot of rain? Soft mushy areas would be rot but brown spots could be any number of things.

Photos might help, if you could post some examples of your problem.

The first thing I envisioned as brown spots were soft mushy areas. But small brown spots could just be discolorations or they could be insect holes or any other number of things. But the wet inside makes me think it is rot.

Is that just on the surface? If so just some environmental damage. But if the spot is soft and goes threw then peppers are rotting.

I feel that peppers are a fussy vegetable to grow. And if you get too much rain and they rot there is nothing really you can do except hope for a better season next year.

Any bugs in there?

no rain....since April....tons of spiders

If you are in Chino, CA, it couldn't possible be rot?
Could possibly be sun scald or nutrient deficiency.

Also, in your second photo it almost looks like something took a tiny bit out of it, without going all the way through. Have you checked for slugs? During the day you can look under a rock, board, etc in the area of the plants.

Spiders are generally indication of some other insect problem as they are. I believe. predators.

little white bugs....I use neem oil once a week but there in the soil...but should have said more on the second pic I finger out the spot to show the seeds inside just the brown around the left ...

What does the plant look like? Peppers can get many diseases that can affect the fruit.
