I've never had any problem getting cutting threw customs. In lots, and lots of trades and orders, it only happened once that something got stopped, and it was because it got packed in sphagnum. They called and let me know, and said they could dispose of it, or get rid of the sphagnum and quarantine it for a month. I figured there would be no cutting left to plant after a month so I let them dispose of it. So, lesson learned, make sure cuttings are not packed in sphagnum. From what I understood from the nice agent that called that day, a small number of cuttings, not on the CITES list, without soil or soil substitutes are ok.

Ah ha, thanks Julie! I have rellies in BC who are always saying they'd love a cutting of this or that from me, but we've never attempted it assuming they would not get through customs.
