To me it looks like an Austrocylindropuntia subulata (Eve's Needle) with no leaves yet. Blinking

It is a type of stapeliad. Could be Orbea, Stapelia, Caralluma or Huernia. You will probably need to wait for a bloom to get it correctly ID'd. (I would say the most likely is Orbea.)

With that small and out of focus picture, It is hard to say. Does look a little like a Stapelia. If it is soft to handle. If it is in the cactus family, it should be harder and have sharp spines. I have a mini Cholla 'Opuntia Subulata' and it is hard to handle with out loosing some blood over. So maybe we need to wait and see another photo.
Would be nice to see what you got there.

Greg,
I passed right past the avatar untill you said something. Very nice indeed. Hilarious!

Also Welcome! Bend

Stush, when I click on the pic, it's huge...and seems in focus enough to make out the plant.

Svanamburg, I'd use some rubbing alcohol (on Q-tip swaps or?) on those little white spots. Looks like some scale~you don't want spreading.

Rosemarie,
Yes I agree now. My apologies to Bend. It is a good clear picture. Should have clicked it myself. And I agree with Rosemarie with all she said. Some pictures of mine;

I am so happy that those last two bloomed for me. First time for them. About 2 years old. I love the Owl's Eye cactus. Looks so much like a real cactus but is very soft spines (leaves).

Rosemarie,
Thanks and I have mine is the smallest pots I can find. Seems they like it better. They been in 2 to 3 inch pots for years they all at once they bloom. The ones I have in more spacious pots, seem to take forever. But they do grow nicer.
