When I sold seed last year over half of my buyers were from other countries and it is really the only way to get newer daylily genetics (or even older ones) to some of these places. Some countries don't allow any plants shipped in at all so even if the person wanted to buy the plants and pay the phyto fees they wouldn't be able to due to regulations.
It is always a crap shoot when buying seed on getting keepers if that is what you are looking to get out of the seeds but if genetics is what you are wanting then it really doesn't matter sometimes what they look like first generation because you will take the seedlings on to the next level.
