Having contacting poison ivy at an early age and suffering for weeks during a hot summer. I found a easy treatment that works for me. Since finding this treatment, in the past 10 years, I have never got another case. I use 'Head and Shoulders' shampoo. It has the lanolin to dissolve the oils and an anti-itch to stop the itch. I use it as a body wash after exposure and then directly on any signs of the pimples. Let dry, the repeat with washing if need be. Works for me but for some it doesn't.
Also to kill the vine. I use a one liter bottle (like coke) filled with a strong weed killer (round up). Mark the bottle clearly that it is a weed killer so no accidents later. Cut the vine and place the root end of the vine into the bottle and let set. It will drink up all the poison and die. You may have to repeat this on a heavy infested area. This way, you don't have to kill a whole area to rid yourself of this evil.
