Flowershells don't really exist

They should exist... Seed bombs have been around for years... why not flower shells?

Hmmmm, what we need are bidegradable balloons, fill
them with seed, and let children make water balloons
of them.

With, of course, instructions o use in suitable areas,
not pavement !
