Do I have to have them inspected like in Hawaii or can I just throw them in my bag and get on the plane? This would be flying back to Texas.

I agree. Always be safe and clean your cuttings so nobody can find fault with them should they choose to inspect them (which is unlikely). But better safe than sorry.
