Stems are hairy right? Leaves alternate or opposite? I can't tell.

That's not it. The leaves appear to be alternate. This is more of a ground cover.

My eyes are Blinking from looking through so many pictures. It looks like it would be in the Asteraceae family. Symphyotrichum, Lecucanthemum, etc. ... but I can't seem to find a match with both foliage and bloom.

I think you got it Lin. I found a pdf file online called
LIST OF DOMINANT AND COMMON
WETLAND, DUNE AND COASTAL PLANTS
OF THE WETLANDS CENTER PREMISES AND GALVESTON BAY
and Aphanostephus skirrhobasis is one of the first plants listed.

The first few pictures I found, the leaves didn't match, but others did. I might have something to do with growing conditions.
