These little airline salt and pepper shakers can be used for mixing fine seed with sand and then distributing the mix on a seed tray.

I use small emptied herb bottles. They're easy to load up. I simply place a thumb or finger over most or all except for one hole and sprinkle seeds at good intervals where I am planting. They are free and recyclable to boot.
