I agree, looks like flower buds of either Theobroma cacao or possibly T. grandiflorum.

I just love it! Thanks for the ID. Some prankster switched all the plant ID tags in the garden! This one did not even have one.

Goethea strictiflora
is the plant.

The Goethea genus no longer exists. All of the species have been reclassified as species of Pavonia. Goethea strictiflora is now a synonym for Pavonia strictiflora.
